Meet Our Team
Angelo Gamarra is an economist and senior evaluation specialist with over 15 years of experience supporting organizations and governments to use data to strengthen systems and deliver measurable results. He has led evidence-driven work across education, health, and social policy for partners including USAID, PAHO/WHO, Vital Voices, SOS-Kinderdorf International, and the Government of Peru. He holds a Master’s degree in Applied Economics from the University of Maryland and is a PhD researcher in Political Science and International Studies at the University of Birmingham.
Melineh Petrosyan is a senior monitoring and evaluation advisor with over 15 years of experience in international development and MEL. She specializes in designing and implementing rigorous, utilization-focused evaluation systems for USG and international funders, working across U.S. domestic and global contexts. Her expertise in managing MEL teams and applying mixed-methods approaches enables her to translate complex program data into actionable insights that inform strategic decision-making and strengthen program effectiveness and sustainability.
Dr. Velásquez is a senior public health researcher and evaluation specialist with over 20 years of experience in applied research, program evaluation, and public policy across 16 countries in Latin America and the Caribbean. A physician and epidemiologist, he has played a key role in shaping national strategies on child undernutrition reduction, health sector reform, and public health emergency preparedness and response. He previously served as Minister of Health of Peru, Director of Monitoring and Evaluation at the Ministry of Development and Social Inclusion, and Director of the National Institute of Health.
Caitlin is a data analyst and researcher with experience collecting, analyzing, and visualizing data to inform ethical decision making for non-profit, international development, and democracy organizations. She is committed to contributing her project management and analytical skills to drive meaningful impact for diverse communities. When she’s not crunching numbers or performing some sort of analysis, you can find her at the gym coaching CrossFit classes or at the rink playing ice hockey with her friends.
Libardo is an electronic and telecommunications engineer with 12+ years of experience designing and implementing information systems for health, education, research, and digital finance organizations. He specializes in building scalable, user-centered platforms across web and mobile applications, databases, and monitoring systems to improve data quality, interoperability, and decision-making. He holds graduate training in Technology Management and ICT and is currently pursuing a PhD in Computational Modeling.
